The EU Delegation to Nigeria and ECOWAS works closely with Member State Embassies and Consulates and represents the EU in its official dealings with the Government of Nigeria across all areas under EU competence.
We Offer
A position for a Budget Officer (Local Agent Group I) within the Finance, Contracts and Audit (FCA) Section, a team of 12 staff members. The role may involve occasional non-standard working hours.
The selected candidate will work under the supervision of the FCA Team Leader and will provide technical and administrative support for the financial and contractual management of EU-funded projects and programmes. This includes handling tender procedures, calls for proposals, contracts, payments, and audit follow-up.
Contract duration: Two (2) years, renewable based on operational needs.
Expected start date: March 2026.
Main Responsibilities
- Apply sound financial management practices to EU cooperation programmes and ensure compliance with applicable rules and procedures.
- Initiate, verify, and accurately process financial transactions while ensuring correct workflow and financial circuits.
- Encode, register, and review payments, clearings, recoveries, waivers, and ensure data accuracy in relevant IT systems.
- Support budget monitoring and implementation of financial decisions.
- Assist in preparing files for Calls for Tenders and Calls for Proposals; participate in evaluation committees.
- Serve as secretary for tendering and grant procedures under direct management; attend indirect management evaluations as observer.
- Verify and initiate procurement and grant award procedures.
- Assist in preparing and negotiating the financial and technical components of contracts.
- Manage the full financial lifecycle of contracts: initiation, amendments, closures, and analysis of draft contracts/riders.
- Ensure proper archiving of documents in collaboration with the Section Secretariat.
- Produce financial and accounting statistics using relevant databases.
- Liaise with operational sections and assist in audit-related activities.
- Participate in field missions for project monitoring.
- Support the preparation of financial reports, forecasts, accounting statistics, KPI tracking, and EAMR-related data.
Additional tasks may be assigned as required for the effective functioning of the Delegation.

Eligibility and Minimum Requirements
- Full civil rights and compliance with conditions for employment under Nigerian labour law.
- Excellent command of English (C2 level).
- Bachelor’s degree in Finance, Law, Audit, Business Administration, Public Administration, or other relevant fields.
- Professional experience:
- At least 6 years of relevant experience in finance, law, audit, or project management—preferably within an international organisation or development cooperation environment.
- At least 2 years in tendering and finance/contract management in the public or private sector.
- Knowledge of project monitoring tools and techniques, including the logical framework.
Assets (Selection Advantages)
- Strong numerical skills and ability to interpret financial data.
- Solid computer literacy, especially MS Office applications.
- Working knowledge of French.
- Master’s degree in a relevant field.
- Additional qualifications or experience in EU financial procedures.
- Familiarity with the 11th EDF, EU project management cycles, and EU procurement/financial processes.
