The Delegation is looking for a qualified and motivated Administrative Assistant (Budget/Accountant) to join its Administration Section—an essential part of the mission’s daily operations.

Our Delegation partners closely with the Palestinian Authority to help build the strong, transparent institutions needed for a future state. We also work in coordination with EU Member State embassies and with global partners through the Quartet (EU, UN, US, Russia).

What We Offer

We are offering a 2-year fixed-term contract, renewable, for the position of Administrative Assistant (Budget/Accountant) in our Administration Section—a dynamic team of 17 professionals. Some irregular working hours may occur, depending on the Delegation’s needs.

In this role, you will work under the guidance of the Head of Administration, providing essential support in budget planning, accounting management, financial administration, and internal reporting.

It’s a position for someone who loves structure, numbers, accuracy—and who wants their work to make a difference.


Budget Management

  • Support the Head of Administration with annual budget revisions and daily monitoring
  • Create, edit, commit, and de-commit budget lines in EU systems
  • Track the availability of funds and advise colleagues accordingly
  • Follow up on bank clearances and account balances
  • Manage the Press & Information budget and individual commitments
  • Ensure positive balances in EUR and ILS bank accounts and initiate transfers when needed

Financial Administration & Accounting

  • Verify that all transactions comply with EU financial rules and internal control procedures
  • Oversee invoice entry and validation, ensuring all documentation is complete
  • Prepare payments above the Delegation’s ceiling for HQ approval
  • Handle monthly financial closing and monitor replenishment requests
  • Calculate residence rental charges for senior officials
  • Monitor representation accounts and financial flows

Assets & Inventory

  • Post assets and link them with invoices and goods receipts
  • Follow up on asset clearance and maintain accurate records

Additional Tasks

  • Act as alternate account holder, authorizing bank transactions when needed
  • Assist with HQ financial reports and audits
  • Supervise the accounting assistant
  • Conduct bank surveys and other administrative tasks as required

This is a role with real responsibility—critical to keeping the Delegation running smoothly and effectively.


What We’re Looking For

To be considered, applicants must meet the following minimum eligibility criteria:

Qualifications & Experience

  • At least a 2-year post-secondary certificate in accounting, budget management, or a related field
  • Minimum 3 years of relevant professional experience
  • Strong expertise in budgeting, accounting, and knowledge of local financial legislation
  • Proficiency in Word, Excel, Outlook
  • Excellent command of English and Arabic (C2 level)
  • Ability to analyze, problem-solve, prioritize, and communicate clearly
  • Legal right to live and work in Jerusalem
  • Medical fitness for the duties

Additional Assets (These make you stand out!)

  • Experience with EU financial procedures or EC funds
  • Strong time management, teamwork, and interpersonal skills
  • Advanced computer skills (PowerPoint, Skype, Zoom, etc.)
  • Experience in archiving or document management
  • Exposure to public relations, events, or stakeholder engagement
  • Knowledge of EU policies, international relations, or local political/media context
  • Knowledge of French and/or Hebrew
