The Bloomberg Ocean Fund (the Fund) is the regranting partner of the Bloomberg Ocean Initiative, Bloomberg Philanthropies’ global effort to conserve and protect the world’s oceans while strengthening the health and resilience of the communities that rely on them. The Fund drives impact and progress toward the Initiative’s goals through strategic regranting, innovative program development, and partner coordination.
Additionally, the Fund manages the Joint 30×30 Funding Initiative (JTTFI), which supports ambitious and inclusive efforts to protect 30% of the ocean by 2030. The Fund operates as a fiscally sponsored project of Rockefeller Philanthropy Advisors (RPA).
Purpose of Role
The Fund is seeking a Grants and Contracts Manager to serve as the administrative and customer service focal point for both the Bloomberg Ocean Fund and the Joint 30×30 Funding Initiative.
The Manager will oversee the full lifecycle of all grants and contracts, from agreement to close, and manage associated systems. Working closely with RPA, Fund colleagues, grantees, and vendors, the Manager will ensure efficient, collaborative, and compliant oversight of all grants and contracts.
Key Responsibilities
Grants Management
- Oversee grant administration in collaboration with RPA and Fund staff, including disbursements, reporting deadlines, and compliance with fiscal sponsor and IRS requirements.
- Track the grant process from proposal to execution, ensuring grantee onboarding, system access, and completeness of application and due diligence materials.
- Identify and implement opportunities for process improvements.
- Maintain and manage the internal grants and contracts management system (currently Monday.com), ensuring records are accurate and up to date.
- Produce reports and analyses to support progress reporting, strategic planning, and ad hoc donor or staff requests.
- Coordinate with RPA on grant agreements and amendments, acting as liaison between RPA, program staff, and grantees, resolving issues and escalating as needed.
- Support grantees and program staff to ensure timely and complete reporting and documentation, and assist RPA in ensuring prompt grant payments.
- Reconcile internal project and contract data with RPA systems regularly to maintain data integrity.
Contracts, Invoices, and Vendor Management
- Draft, review, and track non-grant agreements, including contracts, MOUs, sponsorships, gifts, and honorariums, in compliance with fiscal sponsor requirements.
- Advise staff on the appropriate type of agreement for a given project or scope of work.
- Coordinate with RPA on agreement execution and amendments, providing preliminary review and liaising with project staff or vendors.
- Manage invoices and payments, maintain accurate records, and track outstanding balances and contract amendments.
- Provide administrative support for contractors and vendors, serving as the primary point of contact for questions and troubleshooting.
- Keep project staff informed of expiring contracts, invoices exceeding contract balances, and necessary amendments.
Qualifications and Experience
- Bachelor’s degree required; graduate degree in law, public affairs, public policy, or environmental science preferred.
- Minimum 5 years of professional experience managing complex projects or grants across multiple vendors or grantees.
- Proven project management skills, with the ability to manage multiple projects at various stages simultaneously.
- Excellent writing, editing, and proofreading skills.
- Proficiency in English; additional languages a plus.
- Self-starter with ability to work independently and collaboratively.
- Strong interpersonal and customer service skills, able to build and maintain productive relationships.
- Excellent organizational skills and attention to detail.
- Proficiency with software including Windows, Microsoft Office Suite, Google Suite, Zoom, Fluxx, Monday.com, and Trello; ability to quickly learn new technology.
- Willingness to travel 2–3 times a year and work across time zones as needed.
